Overview

A Government Business Enterprise, Australian Naval Infrastructure (ANI) Pty Ltd is the owner, manager and developer of the Osborne Naval Shipyard (ONS).

As a key enabler of the Federal Government's National Naval Shipbuilding Enterprise (NNSE), extensive expansion and modernisation of the ONS into a world-class, fully integrated shipbuilding hub for existing and future naval shipbuilding programs has been implemented by ANI. The NNSE sets out the strategic approach to building a long-term, sustainable naval shipbuilding and sustainment capability in Australia.

Since acquiring the ONS, the shipyard has expanded to more than 110 hectares, making it the largest naval shipyard in Australia.

The first expansion project, developed by ANI in collaboration with managing contractor, Lendlease and other partner consultants and contractors, was the $535m greenfields Osborne South Development Project (OSDP). A modern, state-of-the-art shipbuilding yard fitted with the latest in systems and equipment, this yard enables end-to-end Steel in.... Ships Out capability for the first time at the ONS.

The OSDP is now complete and has been handed over to tenant, BAE Systems Maritime Australia, who has commenced prototyping for the construction of the nine Hunter Class Frigates that form part of the NNSE.

The next stage of development at ONS is the upgrade and modernisation of existing infrastructure. The first building to be refurbished and repurposed into a pipe workshop was completed in 2021, and planning is underway for other upgrades across the shipyard.
A key driver in the expansion and modernisation of Osborne South was to enable the concurrent construction of two vessels up to destroyer size, and all new facilities were built to facilitate this.

The Common User Facility (CUF) provides critical infrastructure to support naval shipbuilding and commercial users, including the largest shiplift in the southern hemisphere - a 156m long x 34m wide Syncrolift with a lifting capacity of more than 14,000t.

To further enable the shipyard's capabilities, several projects in the CUF and surrounding areas are planned or underway. These include dry berth and wharf extensions, carparking, and shiplift modifications which will increase the lifting capacity of the shiplift.

ANI welcomes the announcement on the Optimal Pathway for Australia to acquire a fleet of nuclear-powered submarines, which will be built at a new, fit for purpose and state of the art submarine construction yard at Osborne, South Australia.

The Government's decision to construct our future nuclear-powered submarine fleet in Adelaide builds on the significant work already undertaken to secure Osborne as a world-class naval shipbuilding precinct.

ANI has worked extensively with Defence throughout the consultation period to define Australia's submarine construction yard requirements, including those which will contribute to maintaining a stringent nuclear safety record and environmental protections.

ANI has commenced and will continue due diligence activities at the preferred yard site and will start enabling works this year. The construction yard required to build the nuclear-powered submarine fleet in Osborne will be almost three times the total size of the yard which was previously envisaged, and will be built to the highest security, environmental and safety standards.

ANI will continue to work closely with Defence and industry to deliver this critical infrastructure to schedule and the highest possible standard.

Project Requirements

Whilst ANI engaged managing contractors to undertake a large portion of the previous Osborne North and South Development Projects, there are various expansion and modernisation works being managed and procured directly by ANI's Project Team. Work packages for many of these projects will be procured via the ICN.

Operational Requirements

ANI's Operations Team is also responsible for the supply of goods and services required to ensure the efficient and effective operation and management of the ONS, including the operation of the ship lift, common user facility, equipment maintenance, shipyard security, and the supply of parts and consumables required for these facilities.

It is for the procurement of such projects and operational requirements that the ONS ICN portal is intended.

ANI is seeking the submission of an EOI to provide services to clean the Common User Facilities (CUF) and ANI corporate office accommodation.

The Osborne Naval Shipyard (ONS) is located at Osborne, South Australia and comprises various sites and existing facilities for naval ship and submarine construction and sustainment activities. The ONS includes the:
(a) Osborne South shipyard (ONS-South), currently utilised for the Offshore Patrol Vessel (OPV) Program and Future Frigate Program.
(b) Osborne North shipyard (ONS-North), currently utilised for the sustainment of the Collins Class submarines.
(c) Common User Facility (CUF), which comprises a wharf, dry berth, transfer system and shiplift.

A future nuclear-powered submarine yard (NPSCY) is currently being considered at Osborne for the future nuclear-powered Submarine (NPS) program. Planning for the design and construction of the NPSCY is ongoing.
